California Retail Theft Task Force Recovers More Than $76 Million in Stolen Goods and Makes Over 5,300 Arrests Since 2019

SACRAMENTO, CA — California officials say the state’s Organized Retail Crime Task Force has recovered more than $76.2 million in stolen property and arrested over 5,300 suspects since it launched in 2019. Governor Gavin Newsom announced the figures on July 22, saying the California Highway Patrol-led effort has also recovered more than 1.6 million stolen items.

The governor’s office said the task force has carried out 4,718 investigations with help from allied agencies across the state. Officials say the work is aimed at disrupting organized theft rings and protecting consumers and businesses.

This year, investigators have conducted 329 cases, made 315 arrests, seized 67,689 stolen items and recovered $6.3 million in stolen property, according to the governor’s office. In June alone, officers completed 65 investigations, made 105 arrests and recovered 2,461 stolen items worth more than $1.28 million.

State officials said June arrests were up 87.5% from the same month last year, while the value of stolen goods recovered increased 125.4% from June 2025. The numbers were highlighted as part of the task force’s broader retail theft crackdown.

CHP described several recent operations tied to the task force. On June 16, investigators served a warrant at a suspect’s home connected to multiple thefts at Target stores in Southern California and seized thousands of stolen trading cards worth nearly $15,000.

Officers also found two firearms, including one reported stolen, and the case is being reviewed for possible gang enhancements. Another operation on June 26 with Nordstrom, Nike, GAP and Abercrombie at the Outlets at Orange led to 13 arrests and the recovery of 87 stolen retail items worth more than $4,100.

Officials said the retail theft effort is part of California’s broader public safety strategy. The state Department of Justice reported that between 2024 and 2025, the homicide rate fell 18.6%, robbery dropped 19.9%, property crime declined 14.3% and motor vehicle theft decreased 25.8%.

The department also said violent crime fell 10.2% and homicide reached its lowest level since statewide record-keeping began about 60 years ago. Those figures were presented alongside the retail theft numbers as evidence of wider crime reductions.

Newsom said the state is pursuing organized retail theft through investigations, arrests, prosecutions and partnerships with law enforcement and retailers. He said criminal groups should not expect tolerance from state authorities.

The task force works with local police, sheriffs, district attorneys, retailers and regional partners to identify and break up theft rings. Officials say that coordination has been central to the latest enforcement results.
