California Retail Theft Crackdown Leads to $260 Million in Recovered Stolen Goods and More Than 32,000 Arrests Since October 2023

SACRAMENTO, CA — California officials say a stepped-up campaign against organized retail theft has led to more than 32,000 arrests and nearly $260 million in recovered stolen goods since October 2023. The update, released by Governor Gavin Newsom’s office last week, also says 25,843 cases have been referred for prosecution.

The state says the results reflect a bigger push on enforcement and prosecution over the past two and a half years, with funding aimed at shoplifting rings, fencing operations, flash-mob theft and related property damage.

Newsom’s office said California invested $242 million in 2023 for 38 local law enforcement agencies to target organized retail crime. The grants, distributed through the Board of State and Community Corrections, helped pay for dedicated retail crime teams, investigation technology, regional operations and retailer partnerships.

Officials said those resources were designed to give city and county agencies more support in tracking and disrupting organized theft networks.

In the last quarter alone, agencies across the state arrested 3,553 suspects and referred 2,947 cases for prosecution, according to the update. California officials also highlighted several recent recoveries, including about $4 million in stolen cargo freight recovered by the Los Angeles County Sheriff’s Department.

Other examples included the Costa Mesa Police Department recovering $150,000 in cash and products in an online resale investigation, and San Jose police arresting and citing 72 suspects during 29 enforcement operations.

California has also expanded a vertical prosecution grant program worth $24 million, which funds district attorneys’ offices handling retail theft cases from investigation through conviction. Thirteen district attorneys’ offices received money through the program to improve coordination among investigators, retailers and prosecutors.

State officials said prosecutors supported by the grants have secured 2,615 retail theft convictions, up 18% from the prior quarter, and nearly 85% of those convictions were felonies.

The governor’s office said the retail theft effort fits into broader public safety trends in California. Preliminary FBI data for 2025, covering California law enforcement agencies, showed property crime falling by more than 14% from the previous year.

Board of State and Community Corrections Chair Linda Penner said the grants continue to help local agencies investigate complex criminal operations, increase case referrals and recover stolen property.
