California Retail Theft Crackdown Recovers Nearly $260 Million in Stolen Goods After 32,000 Arrests and Thousands of Prosecutions

SACRAMENTO, CA — California officials say the state’s push against organized retail theft has led to more than 32,000 arrests, nearly 26,000 cases sent for prosecution, and almost $260 million in recovered stolen goods since October 2023. The update comes after two and a half years of heavier spending on enforcement and prosecution.

Governor Gavin Newsom’s office said the results reflect a broader effort to disrupt shoplifting rings, fencing operations, flash-mob thefts and property damage tied to organized crime.

In 2023, California set aside $242 million for 38 local law enforcement agencies to strengthen retail crime enforcement. The money supported dedicated theft teams, investigation technology, regional operations, retailer partnerships and staffing focused on organized retail crime.

The grants were distributed through the Board of State and Community Corrections, which said the funding has helped agencies investigate more complex criminal networks and recover more stolen property.

Statewide agencies reported 3,553 arrests and 2,947 prosecution referrals in the most recent quarter alone. Officials also pointed to several recent recoveries, including about $4 million in stolen cargo freight recovered by the Los Angeles County Sheriff’s Department.

Other examples included a Costa Mesa Police Department case that recovered $150,000 in cash and products, and 29 enforcement operations in San Jose that led to 72 arrests and citations.

California also put $24 million into a vertical prosecution grant program that funds 13 district attorneys’ offices. The program is designed to keep prosecutors involved from the investigation stage through conviction so cases can move more smoothly.

Officials said grant-funded prosecutors have secured 2,615 retail theft convictions, with nearly 85 percent classified as felonies, and that total was up 18 percent from the prior quarter.

Property crime trend eases

Newsom’s office said the retail theft results fit into a larger decline in property crime. Preliminary FBI data for 2025 covering California law enforcement agencies showed property crime down more than 14 percent from the previous year.

BSCC Board Chair Linda Penner said the state investment continues to pay off by giving local agencies the resources they need to investigate organized theft and recover stolen property.
