California Retail Crime Crackdown Recovers Nearly $260 Million in Stolen Goods, With More Than 32,000 Arrests Since October 2023

SACRAMENTO, CA — California officials say the state’s organized retail theft crackdown has led to more than 32,000 arrests and nearly $260 million in recovered stolen goods since October 2023. The update comes as the governor’s office points to larger enforcement and prosecution investments aimed at disrupting theft rings and related crimes.

Enforcement numbers climb

Law enforcement agencies reported 32,613 arrests and 25,843 cases referred for prosecution in the latest tally. Last quarter alone, agencies made 3,553 arrests and sent 2,947 cases forward for prosecution.

Funding behind the effort

The state says a $242 million investment in 2023 went to 38 local law enforcement agencies to support organized retail crime investigations. The money helped create dedicated retail crime teams, improve technology, build regional operations and expand partnerships with retailers.

Officials also said a separate $24 million vertical prosecution grant program funded 13 district attorneys’ offices to handle cases from investigation through conviction.

Recoveries across California

Recent operations have produced large recoveries in several parts of the state. The Los Angeles County Sheriff’s Department said it recovered about $4 million in stolen cargo freight taken from retailers including Foot Locker and Ulta, while Costa Mesa police said they recovered $150,000 in cash and products in an online resale investigation.

In San Jose, police said 29 enforcement operations led to the arrest or citation of 72 suspects during the reporting period.

Convictions and next steps

Prosecutors funded by the grant program have secured 2,615 retail theft convictions, with almost 85 percent classified as felonies, according to the governor’s office. Officials also cited preliminary FBI data showing California property crime fell more than 14 percent in 2025 compared with the previous year.
