California Retail Crime Crackdown Recovers Nearly $260 Million in Stolen Goods as Arrests and Prosecutions Climb Statewide

SACRAMENTO, CA — California says its crackdown on organized retail theft has produced 32,613 arrests, 25,843 cases referred for prosecution and nearly $260 million in recovered stolen goods since October 2023. The update reflects two and a half years of heavier spending on enforcement and prosecution aimed at shoplifting crews, fencing operations, flash mobs and property damage.

How the state paid for it

Gov. Gavin Newsom’s office said the results were driven by cash infusions into organized retail crime grants and vertical prosecution grants. In 2023, the state put $242 million into 38 local law enforcement agencies to build dedicated retail crime teams, improve investigative technology, support regional operations and strengthen ties with retailers.

Officials pointed to several recent seizures as examples of the effort’s reach. The Los Angeles County Sheriff’s Department said it recovered about $4 million in stolen cargo freight tied to a theft ring, while Costa Mesa police said they recovered $150,000 in cash and products in an online resale investigation.

Prosecutors report more convictions

The state also said a $24 million vertical prosecution grant program has funded 13 district attorneys’ offices to handle retail theft cases from investigation through conviction. Prosecutors using those grants have secured 2,615 convictions, up 18% from the prior quarter, and almost 85% of those convictions were felonies.

California officials say the enforcement numbers line up with broader crime trends. Preliminary FBI data for 2025 showed property crime in California dropped more than 14% from the previous year, according to Newsom’s office.
